The pamphlet is an appeal to the "Conseil municipal de Paris" and to the people of France to recognise the author as the inventor of the pneumatic clock, against the false claims of a Viennese subject names Victor Popp, (un aventurier viennois de la pire espece qui porte le nom de Victor Popp et de directeur de la Compagnie Generale des Horloges pneumatiques).

Includes much correspondence of a vitriolic nature between Mayrhofer and Popp.
